Since 1967, the Delaware County Board of Developmental Disabilities has overseen a countywide system of supportive services that focuses on ensuring health and welfare, accessing the community, and increasing opportunities for meaningful employment so that all people can live personally fulfilling lives.
DCBDD is governed by a 7-member board of directors (OAC 5126.021). 5 members are appointed by the County Commissioners and 2 members are appointed by the Probate Court. There is an emphasis on appointing: people with developmental disabilities; family members of people with developmental disabilities; and people with backgrounds in business management, finance, law, health care practice, personnel administration, or government service. The majority of DCBDD’s operating budget comes from property tax levies. Our largest financial obligation is our Medicaid Waiver Match, which funds direct services in the community.
In order to receive services from DCBDD, the person needing support must live in Delaware County and meet the eligibility criteria established by the Ohio Department of Developmental Disabilities. For children under three years old, referrals can be made by completing the Help Me Grow Referral for Services form here. Once a child under the age of three is determined to be eligible for services, they will be linked with our Early Intervention program to help connect their family with supports and resources. For individuals three years of age and older, referrals can be made by contacting DCBDD’s Intake & Eligibility department. Detailed information about the process and how eligibility is determined can be found here. Once a person over the age of three is determined to be eligible for services, they will be linked with the appropriate department to help them get connected with resources to address their needs – either Family Support Services or Service & Support Administration.
The Family Support Services program supports people who are eligible for DCBDD services but do not have ongoing Medicaid waiver needs. More information about the program is located here.
Service & Support Administration supports people who are eligible for DCBDD services and have ongoing Medicaid waiver needs. Medicaid waiver supports can include assistance with daily living needs, therapeutic needs, learning new skills, connection to resources and social groups in the community, as well as support to find and maintain a job. Some supports may also include adaptations or environmental modifications that increase independence and remove barriers. More information about the program is located here.
